St Helena's island power system remains an operational diesel-wind-solar hybrid operated by Connect Saint Helena, but recent evidence is a deterioration story rather than a completed renewable transition. The installed renewable fleet historically comprised twelve 80 kW WES wind turbines (960 kW) and five named solar installations totaling about 678 kW nominal. The principal active diesel fleet is four Caterpillar sets totaling 5.6 MW, with two older 1 MW RK215 sets also listed historically. A 2020 PASH contract announced 568 kWp of solar, 2.7 MW of wind, and a 3.2 MWh/3.5 MW battery, but COVID-era cost escalation and supply constraints led to termination in November 2021; talks with a reserve bidder also failed in 2022, and nothing was installed. Audit St Helena reports renewable share falling from about 21% in FY2021/22 to 19% in FY2022/23 and 13% in FY2023/24; the regulator reported only 11% in FY2024/25. Wind output fell sharply as the 12 aging turbines—now roughly 12–26 years old—became less available. The island remains diesel-dominant and has suffered generator failures, load shedding, subsidy pressure, and a nine-hour outage in January 2023. Government's revised target is 80% renewable electricity by FY2027/28, but the 2026 audit found planning and delivery weak and did not identify a commissioned replacement project.

  • PASH chronology

    Connect signed the renewable PPA in May 2020. COVID-related inflation, material costs, and long lead times undermined the agreed economics, and the agreement was terminated November 15, 2021. Talks with the reserve bidder from February to July 2022 failed because its 2018 offer was no longer viable; procurement then ended. [3][4]

    Generator failures and inadequate available reserve contributed to early-2023 load shedding; a generator failure on January 2, 2023 caused a roughly nine-hour outage. The evidence shows an island grid under asset-health pressure, not simply a renewable percentage shortfall. [3]
