This slug originated as SPIDERS Phase I at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii: a 2011-13 Department of Defense/Department of Energy cyber-secure microgrid demonstration integrating about 150 kW of solar, up to 2.4 MW of diesel generation, an uninterruptible-power system and automated controls. It must not be conflated with later projects on the same joint base. SPIDERS demonstrated black start, high instantaneous PV penetration and diesel savings, but a 2018 Navy-microgrid retrospective reported that the system had become idle after operator turnover and an expired password. Separately, the Hawaii Air National Guard's PEARL microgrid completed testing in March 2024 with a 1 MW/600 kWh battery and 1 MW diesel generator, and further expansion was contracted in 2025. Ameresco's 99 MW Puʻuloa microgrid and 6 MW Puʻuloa Solar-plus-storage project are additional development-stage projects, not SPIDERS upgrades or commissioned capacity.

Research status
SPIDERS Phase I was a completed demonstration, but its current operability is unverified; the last substantive outcome source found says it was idle in 2018. PEARL is the current demonstrated microgrid at the 154th Wing: HTDC reports successful testing in March 2024 and awarded Burns & McDonnell a US$1.67 million 2025 contract for continued development and added renewables. Puʻuloa remains separate and in development. The 99 MW front-of-meter microgrid received a 2024 DOE GRIP selection, while Hawaii's current project listing describes the 6 MW solar/30 MWh storage project as under Public Utilities Commission review with 2027 commercial operation. Capacities from these phases must not be summed as one Pearl Harbor system.

  • Project separation

    SPIDERS Phase I, PEARL, the 99 MW Puʻuloa microgrid and Puʻuloa Solar are separate projects at or associated with JBPHH, with different hosts, dates, architectures and status. Their generation and storage ratings are not one aggregate installation. [4][8][10][12]

  • SPIDERS demonstrated operation

    Federal closeout material reports successful grid disconnection, black start and reconnection; photovoltaic penetration reached about 90% at times, the microgrid exported roughly 1 MW to the grid in testing, and coordinated dispatch reduced diesel use by nearly 30% in the test conditions. These are demonstration results, not annual current performance. [4]

  • SPIDERS later outcome

    A 2018 industry retrospective on Navy microgrids reported that operator turnover and an expired password left the roughly US$4 million SPIDERS asset sitting idle. No later primary source found through July 2026 confirms recommissioning, so its present status remains unverified rather than assumed operating. [7]

  • PEARL architecture and milestone

    PEARL uses battery storage, a diesel generator, automated switchgear and controls to serve critical and non-critical 154th Wing loads, support black start and transition between utility-connected and island modes. HTDC reports completed construction and successful testing in March 2024. [8]
