The Philadelphia Navy Yard microgrid is PIDC's privately managed, unregulated campus distribution system on the redeveloped civilian Navy Yard—not a U.S. Navy base microgrid. The current public portfolio includes an 8 MW four-engine natural-gas peaking plant, a 6.4 MW/14.8 MWh Citizens Energy lithium-ion battery, roughly 400 kW of community solar (more than 1,200 panels producing about 930 MWh/year), and a tenant-owned 600 kW Bloom fuel-cell installation, alongside grid imports. Building 7R/GridSTAR is a distinct nested research microgrid and should not be silently added to every campus-wide total.

Research status
The campus grid is operating and currently advertised at 44 MW. Dominion Energy began a 10-year utility operations-and-maintenance contract in November 2021. The final 6.4 MW/14.8 MWh BESS was dedicated in August 2021 and participates in peak management and PJM frequency regulation. PIDC reported a US$31 million grid expansion/upgrade program in its 2024 annual review. Public sources do not provide a recent islanding test, outage-coverage duration, annual fuel/energy mix, or availability factor, so resilience capability should not be overstated as demonstrated indefinite island operation.

Campus grid rating
Current Navy Yard materials state 44 MW. A 2021 engineering page calls it 52 MW, likely reflecting a different configuration/rating date; both are preserved rather than presented as simultaneous generation capacity. [2][7]
Campus demand and service scale
In 2021 the grid served 105 accounts in about 120 facilities with a 33 MW peak and an expected future load near 50 MW. [4]
