The record combines three distinct ideas that should not be treated as one commissioned microgrid: Sault Ste. Marie's broad 2011 Smart Energy Strategy, a later proposed Utility Distribution Microgrid, and the narrower Sault Smart Grid (SSG) that PUC actually built. The 2011 strategy was not implemented as conceived, and PUC de-scoped the later microgrid business case to SSG. Launched in 2023, SSG is an operational, community-wide distribution-automation and voltage-optimization system serving roughly 33,600 customers; it is not an islandable microgrid and includes no project-owned generation or storage. Its value is measurable grid efficiency, outage mitigation, and a platform for future DER integration. In 2025 it saved an estimated 14.0 GWh, reduced peak demand by 2.732 MW, and prevented 906,201 customer-minutes of interruption, although its annual net benefit was still negative after operating costs. NRCan continued to label its funding file Active, but PUC's later reports establish that the physical system is fully operational.

Research status
Operational since 2023 as the Sault Smart Grid, a citywide distribution-modernization project rather than an islandable microgrid. The earlier Smart Energy Strategy and Utility Distribution Microgrid concepts were not built in their original forms.

  • Architecture

    SSG changes voltage setpoints, detects and isolates faults, restores healthy feeder sections, and consolidates outage and asset data. It cannot intentionally island the city and has no dedicated generation or storage, so describing it as a commissioned microgrid overstates the delivered scope. [5][4]

  • Project evolution

    The 2011 Smart Energy Strategy lacked a durable implementation/accountability structure. A 2016 Navigant business-case review then examined a Utility Distribution Microgrid, but subsequent PUC reviews de-scoped that proposal into the more economical SSG distribution-modernization program.   • DER readiness

    The control and communications platform is intended to support future distributed-energy-resource adoption. That enabling capability should not be confused with DER assets already owned or installed by this project. [5][7]

  • Economics

    The 2025 annual report shows C$1.708 million of purchased-power savings but an annual net benefit of negative C$278,015 after operating costs; cumulative net benefit remained slightly positive at C$70,770.
